- Senator Sherwin Gatchalian does not believe that former President Aquino implemented the Dengvaxia program out of bad faith
- He stated that Aquino’s problem was he relied on his former Health secretary for advice
- Gatchalian pointed at former health Secretaries Janette Garin and even Paulyn Ubial as prime movers of the Dengvaxia mess
Senator Sherwin Gatchalian admitted that he signed the Senate blue ribbon committee’s draft report on the Dengvaxia controversy with reservation.
The senator does not agree that former President Benigno Aquino III should be held criminally liable for the mess. He was quoted by GMA saying, “Hindi ako kumbinsido na criminally liable siya (Aquino) but he is accountable for the whole program. Being the President, he is accountable for all the programs in the government.”
He reportedly believes the problem is that Aquino relied heavily on his Health secretary Janette Garin.
Gatchalian said, “Wala akong nakitang sinadya na in-adminster ito dahil may bad faith. He administered it because it was the advice of his secretary of health. At the end is Garin ang nag-recommend.”
[I don’t see that it was intentionally administered due to bad faith. In the end, Garin made the recommendations.]
He also added, “Secretary Ubial also administered this during her term. She is equally liable like Garin.”
