Incoming president Rodrigo Duterte revealed he had offered to pardon former president Gloria Macapagal Arroyo once he takes office, but the latter has declined his offer.
ABS-CBN News quoted Duterte as saying in a press conference in Davao City: “I offered, ‘When I become president, I will pardon you.’ I talked to her, sabi ko, ‘Ma’am, gusto mo i-pardon kita? Not because we’re friends, but because I do not think that there is a good case against you as a prosecutor, as a lawyer.”
He said that the incumbent Second District Pampanga Representative doesn’t want to accept his offer because to be eligible for the pardon, you have to admit the sin.
Arroyo is facing plunder case stemming from anomalies in the P365-million Philippine Charity Sweepstakes Office funds during her term as the Philippine president.
She was arrested in October 2012 and has been detained at the Veterans Medical Memorial Center in Quezon City because of complications after a cervical spine surgery she underwent in 2011.
Duterte pointed out that everyone who has been charged in connection with the Sweepstakes expenditure of intelligence funds has been released and only the former president remains detained.
He believes that Arroyo has been denied of a speedy trial.
He said: “She has been detained for so long. The trial delayed. Alam mo, under the Constitution, ground for dismissal iyan with prejudice. Meaning, you cannot file the case again when you are denied a speedy trial.”
He emphasized that Arroyo has been detained for two years and she’s already pitiful.
“Walang trial trial. Kung trial araw-araw (There’s no trial. If there’s trial everyday), there is nothing to be complaining about,” he added.
